On the Campaign
2012 may be the year of the trend reversal in European financial and economic policy.
The EU-wide implementation of a Financial Transaction Tax (FTT) could make an important
contribution to tackling the crisis and ensure that the threats resulting from highly speculative
financial trading are kept at bay.
What happened so far
Thanks to your commitment, we were able to achieve major partial successes last year: In April 2011, the majority in the European Parliament, under pressure from the public at large, came out in favour of implementation of an FTT. Citizens from all parts of the continent then urged the Commission to follow this decision. Prior to the European Council meeting in June 2011, Commission President Barroso announced a legislative proposal by the Commission, which was then presented in September.
What has to happen now
The ball is now in the corner of the Council of the EU in which all Member States are represented. The rule is simple: with respect to tax issues, a Commission proposal must be accepted by all. The veto of only one country means that the proposal has failed at EU level. On 13 March 2012, the Finance Ministers of the EU States will announce their preliminary stance on the issue in the ECOFIN Council.
Some Member States have already stated their intention of blocking the proposal. George Osborne, British Chancellor of the Exchequer, even called the idea of a Europe-wide Financial Transaction Tax "fanciful". Dank deines Engagements konnten wir im letzten Jahr bereits große Teilerfolge erzielen: Im April 2011 hat sich das Europäische Parlament unter Druck der breiten Öffentlichkeit mehrheitlich für die Umsetzung ausgesprochen. BürgerInnen aus allen Teilen des Kontinents haben danach die Kommission dazu aufgerufen, sich dieser Entscheidung anzuschließen. Noch vor der Sitzung des Europäischen Rats im Juni 2011 kündigte Kommissionspräsident Barroso einen Legislativvorschlag der Kommission an, der im September präsentiert wurde.
Was nun geschehen muss
Der Ball liegt nun beim Rat der EU, in dem alle Mitgliedstaaten vertreten sind. Die Regel ist einfach: In Steuerfragen muss ein Vorschlag der Kommission von allen angenommen werden. Stimmt auch nur ein Land dagegen (Veto), ist das Vorhaben auf EU-Ebene gescheitert. Am 13. März 2012 werden die Finanzminister der EU-Staaten im ECOFIN-Rat ihre vorläufige Tendenz bekannt geben.
Einige Mitgliedstaaten haben bereits angekündigt, das Vorhaben zu blockieren. George Osborne, britischer Schatzkanzler, bezeichnete die Idee einer europaweiten Finanztransaktionssteuer gar als „Hirngespinst". 2012 est une année décisive pour l'avenir économique et financier de l'Europe. Aussi la mise en œuvre d'une TTF serait-elle un signe fort, que la politique et la démocratie reprennent le contrôle de cette crise, et de la spéculation qui l'a déclenchée.

Grâce à votre mobilisation, nous avons déjà réussi à franchir une étape, en obtenant l'appui du parlement européen au printemps 2011. Une mobilisation, à travers toute l'Europe, a poussé la commission européenne à proposer une loi. Annoncée par le Président de la Commission Barroso en juin 1011, la proposition législative a été publiée en Septembre.
Ce qui se passe maintenant
La balle est maintenant dans le camp du Conseil de l'Union européenne, où les Etats Membres vont décider de son sort. Dans ce domaine fiscal, les décisions sont prises à l'unanimité. Il suffit donc qu'un seul pays impose son veto, pour que la proposition soit rejetée.
